OBJET : demande d'intervention auprès de M. NGUYEN Tan Dung, Premier Ministre de la République Socialiste du VietNam, concernant la libération immédiate et sans condition de tous les prisonniers politiques et religieux.
TRES SAINT PERE,
Nous tenons tout d’abord à vous adresser nos très sincères remerciements pour les démarches que vous et toute la Communauté internationale avez entreprises ces dernières années (vainement à ce jour !!!) auprès de la République Socialiste du VietNam ( R.S.V.N.), afin d’obtenir la libération immédiate de toutes les personnes emprisonnées et qui luttent pour les Droits de l'homme, la Liberté, la Démocratie et la Souveraineté de leur pays.
A ce jour, la R.S.V.N. est gouvernée par un régime totalitaire où sévissent la corruption et l’oppression. Ce pays est régi par des « Lois sauvages », des lois barbares et immorales. On y recense de très nombreux cas d’arrestation arbitraire, d’extorsion d’aveux sous la torture, de massacre de prisonniers politiques. La pratique d’une religion ou le simple fait d’afficher une opinion politique différente de celle du régime communiste en place, mène son auteur directement en prison. D’innocents citoyens sont emprisonnés pour avoir simplement revendiqué la liberté de religion, le respect des droits de l’homme, la démocratie et pour avoir participé à des manifestations de protestation contre l’envahissement du VietNam par la Chine.
Depuis plus de 72 ans, la R.S.V.N se moque de la communauté internationale, en affirmant qu’il n’y a aucun prisonnier politique ou religieux et que les droits de l'homme y sont respectés. En réalité, des milliers de ces prisonniers sont détenus actuellement au R.S.V.N. qui concède, par ailleurs, son territoire maritime et frontalier à son puissant voisin, la Chine. Si rien n’est fait, les dirigeants communistes actuels (irresponsables, barbares et corrompus) pourraient être tentés de vendre leur pays qui pourrait ainsi devenir une « colonie » de la Chine (un peu comme le Tibet). Cela mettrait définitivement en péril tout espoir de démocratie au VietNam !!!
La R.S.V.N. méprise vos interventions. Elle a non seulement trahi la nation vietnamienne mais elle continue de bafouer, de façon permanente, la Convention des Droits de l'Homme sur les Droits Civils et Politiques (ce pays en est pourtant signataire…) ainsi que les libertés les plus fondamentales : liberté de la presse, liberté d'expression, liberté religieuse...
En conséquence, nous en appelons une nouvelle fois à une intervention de votre part auprès de M. NGUYEN Tan Dung, Premier Ministre de la République Socialiste du VietNam, lors de sa visite au VATICAN le 18 octobre 2014, qui pourrait prendre la forme suivante :

A noter que le très Vénérable THICH Quang Do, le Dr NGUYEN Dan Que, L’avocate LE Thi Cong Nhan, l’Avocat NGUYEN Van Dai…et d’autres personnes, sont actuellement en résidence surveillée.
Le 4 septembre 2013 les forces de l’ordre des communistes vietnamiens ont dispersé de façon violente et barbare, une manifestation pacifique de fidèles catholiques, à My Yen dans la province de Nghe An, VietNam. Les 300 protestataires, qui demandaient la libération de deux de leurs coreligionnaires arrêtés en juin, ont essuyé des tirs à balles réelles et des coups de matraques électriques. Des dizaines de manifestants ont été hospitalisés, certains dans un état tellement grave qu’ils ont dû être transférés à Hanoï, la capitale du Vietnam et plus de 40 personnes ont été grièvement blessées. Les forces de l’ordre des communistes vietnamiens ont détruit des statues et des images saintes. La police a frappé sauvagement les protestataires, rassemblés devant l’église de la paroisse de My Yen, avec des matraques électriques. Les forces de l’ordre ont également jeté des grenades lacrymogènes et tiré des coups de feu en l’air pour disperser la foule. Un nombre indéterminé de manifestants catholiques ont été arrêtés. Selon certains rapports parus sur internet et concernant cet événement, parmi les 3000 représentants des forces de l’ordre mobilisés pour l’occasion, certains d’entre eux auraient tenté d’empêcher la prise en charge des blessés,
Le 11 septembre 2013, le tribunal populaire de la province de Phu Yen a condamné l’activiste dissident Ngo Hao, âgé de 65 ans, à une peine de 15 ans de prison pour « tentative de renversement du régime
- Insister pour que la R.S.V.N. respecte ses propres lois, ainsi que les lois internationales;
- Faire pression sur la R.S.V.N. afin qu’elle autorise le multipartisme et une vraie démocratie (avec des élections générales libres et supervisées par les instances internationales) et se conforme à la « Déclaration Universelle des Droits de l'Homme » et au « Pacte International relatif aux Droits Civils et Politiques » qu'elle a ratifiés.
Au cas où, malgré votre nouvelle intervention, la R.S.V.N. ne pouvait vous prouver une amélioration du sort réservé à ses citoyens, la communauté internationale devrait alors mettre en oeuvre de sévères sanctions :
- Soit poursuivre la République socialiste du VietNam et le Parti Communiste du Vietnam devant la Cour Pénale Internationale de La Haye, les Cours pénales de Belgique, d’Afghanistan et d’Espagne, soit aider le Gouvernement Provisoire National du VietNam et le Comité de Poursuite des crimes de guerre et des crimes contre l’humanité (y compris les génocides), perpétrés par les Communistes Vietnamiens;
- Faire condamner ce gouvernement et ce parti par le Conseil des Droits de l'Homme de l'ONU, et le Parlement Européen;
- Expulser la République Socialiste du Vietnam hors de l'ONU , du Conseil des droits de l’Homme de l’ONU et de l'ASEAN, pour le motif de non application de la « Charte des Nations Unies »;
- Rompre les relations diplomatiques et des échanges commerciaux avec la R.S.V.N;
- Soutenir la formation d'un Gouvernement d’Union Nationale au VietNam (réunissant les représentants des 90 millions vietnamiens résidant dans le pays et à l'étranger) afin de remplacer le gouvernement actuel, totalitaire, sanguinaire et antidémocratique. Par ses actes de barbares, ses crimes et son mépris de la communauté internationale, le gouvernement de la R.S.V.N. ne mérite pas de rester membre de l'O.N.U, du Conseil des droits de l’Homme de l’ONU ou de l'A.S.E.A.N.
La population du Sud VietNam vivait, auparavant, sous le régime de la République du VietNam. Ce dernier respectait scrupuleusement les droits de l'homme, la liberté, la démocratie et apportait au peuple du sud le bonheur et la prospérité durant 20 ans. Rappelons que la République du VietNam avait bénéficié de l’aide de plus de 200 pays du monde libre (France, États-Unis, Canada, Australie, Allemagne, Angleterre…). Les armées alliées (États-Unis, Australie, Corée du Sud, Thaïlande, Philippines, …) avaient alors combattu courageusement aux côtés de l’armée de la République du VietNam, pour lutter contre l'expansion internationale du communisme et de l'athéisme communiste, extrêmement cruel et inhumain.
Si la France, les Etats-Unis, Le Vatican et d'autres pays, n’avaient pas abandonné le VietNam et la République du VietNam à son propre sort, l'Internationale communiste et les communistes vietnamiens n’auraient pas gravement violé les 2 Accords sur le Vietnam (celui de Genève et celui de Paris). Ainsi, les communistes vietnamiens et leurs camarades de l'Internationale communiste, ont envahi illégalement le Vietnam du Sud, créant beaucoup de tristesse et massacre sauvagement des millions de personnes du Nord et du Sud VietNam, sans aucune réaction de la part des États-Unis et des pays du monde libre, en particulier ceux ayant signé ces 2 accords.
Pour la France, les États-Unis, le Vatican, l'ONU, le Parlement européen, l'ASEAN et pour tous les alliés de la République du Vietnam, ce serait le bon moment pour réagir, en aidant la République du VietNam et le peuple vietnamien. En prenant des mesures appropriées, cela permettrait de rehausser le prestige de la République du Vietnam, des pays du monde libre et de restaurer un climat de confiance entre toutes ces parties.
Si la République Fédérale Allemagne, la France, les Etats Unies, le Vatican, l'ONU, le Parlement européen, l'ASEAN, et les pays du monde libre n’agissaient pas rapidement et restaient indifférents face à ces crimes odieux, le peuple vietnamien tout entier serait extrêmement déçu et totalement abattu. Cela serait interprété comme une complicité de la part de la communauté internationale qui autoriserait implicitement la poursuite des crimes perpétrés par les autorités communistes vietnamiennes, leur brutalité inhumaine, l’augmentation arbitraire du terrorisme, la répression, la torture, la détention de civils innocents et les persécutions religieuses. Cela signifierait que la Communauté internationale autorise implicitement la Chine à envahir le Vietnam, avec la complicité des autorités communistes vietnamiennes. Nous alertons la Communauté internationale sur le risque qu’induirait une telle situation : un expansionnisme continu de la Chine qui continuerait d’envahir les pays du sud-est asiatique, provoquant l'insécurité dans le monde.
Nous apprécions infiniment votre aide. Nous espérons qu’un jour, elle permettra au peuple vietnamien de vivre dans la dignité et au VietNam de devenir une nation civilisée, libre, démocratique et faisant partie du monde libre.

SUBJECT: Request for mediation with Mr. Nguyen Tan Dung, the Prime
Minister of the Socialist Republic of Vietnam, for the immediate and
unconditional release of all political, religious and protesters against
the invasion of Vietnam by Communist China.
YOUR HOLINESS,
We first wish to send our
sincere thanks for the steps that you and all the International Community have
undertaken these last years (unsuccessfully so far !) with the Socialist Republic of Vietnam (R.S.V.N) to
obtain the immediate release of all prisoners who had been fighting for the
Rights, Freedom, Democracy and Sovereignty of their country.
To date, the R.S.V.N. is governed by a totalitarian
regime with rampant corruption and oppression. This country is governed by
barbaric and immoral laws. It counts numerous cases of arbitrary arrest,
extortion of confessions by torture, massacre of political prisoners.
Practicing one’s religion, or simply declaring a political opinion that is not
in line with the communist regime leads directly to jail. Numbers of innocent
citizens are imprisoned just because they ask for religious freedom, the
respect of human rights and democracy.
For over 72 years, R.S.V.N has been mocking the
international community by saying that there are no political or religious
prisoners, and that human rights are respected. In reality, there are thousands
of these prisoners in the R.S.V.N. At the same time, the R.S.V.N has been
ceding some land and maritime borders to its powerful neighbor, China. If
nothing is done, the current Communist leaders (irresponsible, corrupt and
brutal) might be tempted to sell their country, which could become a
"colony" of China (somehow like Tibet). This would definitely
jeopardize any hope for democracy in Vietnam! Innocent citizens are imprisoned for simply
claiming religious freedom, respect for human rights, democracy or for
participating in protests against the invasion of Vietnam by Communist
China
The R.S.V.N. despises your actions. It not only
betrayed the Vietnamese nation but continues to flout, permanently, the
Convention of Human Rights on Civil and Political Rights (even though it has signed
it ...) and to ignore the most basic freedoms: freedom of the press, freedom of
expression, religious freedom...
Therefore, we appeal once
again to your intercession with Mr. Nguyen Tan Dung, the Prime Minister of the
Socialist Republic of Vietnam during his visit to the VATICAN on October 18, 2014,
which could take the following form:
- Urge the R.S.V.N. to immediately and
unconditionally release all political prisoners and people imprisoned for
religious reasons and, more generally, innocent citizens, such as : Father
Thadeus NGUYEN Van Ly, Songwriter VO Minh Tri (VIET KHANG), Pastor NGUYEN
Cong Chinh, Pastor DUONG Kim Khai, Mrs. BUI Thi Minh Hang, Religious rights

The people’s court in the south-central province of
Phu Yen sentenced 65-year-old dissident activist Ngo Hao to 15
years in prison on 11 September 2013 on a charge of trying to overthrow the
government. Hao’s harsh sentence came just weeks after appeal court in the
southern province of Long An. The people under house arrest like the most Venerable THICH Quang Do,
Dr NGUYEN Dan Que, Lawyer NGUYEN Thi Cong Nhan, Lawyer NGUYEN Van Dai.....
- Insist that the R.S.V.N. respects its own laws and
the international laws;
- exert pressure on the R.S.V.N. so that it allows a
multiparty system and a real democracy (with free and general elections
supervised by international bodies) and that it complies with the
"Universal Declaration of Human Rights" and the "International
Covenant on Civil and Political Rights" that it has ratified.
If, despite your renewed intervention, the R.S.V.N
could not prove any improvement of the fate of its citizens, the international
community should then implement severe sanctions:
- Either prosecute RSVN and the Vietnamese
Communist Party with the International Penal Court of Justice at La Haye, the
Penal Courts of Justice in Belgium, Afghanistan and Spain, either help the
Provisional National Government of VietNam and the Committee for Prosecution of
Crimes of War and Crimes against Mankind (included genocides), perpetrated by
the Vietnamese Communists.
- See to the condemnation of
this government and this party par the UNO Council of Human Rights, and the
European Parliament.
- Expel the RSVN from
the UNO and the ASEAN, because of their non-application of the ‘UNO Charter’.
- Interrupt its
diplomatic and trade relations with the R.S.V.N,
- Support the formation of a Government of National
Unity in Vietnam (comprising the representatives of the 90 million Vietnamese
residing in the country and abroad) to replace the current government, totalitarian,
murderous and undemocratic. Given his acts of barbarians, his crimes and his
defiance of the international community, the Government of RSVN does not
deserve to remain a member of the United Nations or the ASEAN.
The people of South Viet Nam
formerly lived under the regime of the Republic of Viet Nam. This government
respected human rights, freedom, democracy, and during 20 years offered the
population in South Vietnam happiness and prosperity.
Let’s recall that the Republic
of Vietnam had been offered the help of more than 200 countries from the free
world (United States of America, Canada, Australia, France, Germany,
Great-Britain …). The allied armies (USA, Australia, Canada, Thailand,
Philippines …) and then valiantly fought and united their forces with the
Vietnamese Republic Army, to fight against the international expansion of
communism and communist atheism, particularly cruel and inhuman.
If the USA, France, UNO,
European Parliament, Vatican, ASEAN and other countries had not abandoned Viet
Nam and the Republic of Viet Nam to their own fate, the Communist International
and the Vietnamese communists wouldn’t have transgressed the two Treaties on
Vietnam (the Treaty of Paris, and the Treaty of Geneva). As a result, the
Vietnamese communists and their comrades of the Communist Internationale have
illegally invaded South Viet Nam, causing much sorrow and savagely slaughtering
millions of people in the North and South Vietnam, there being no reaction from
the USA and the countries of the free world, particularly those who had signed
these two Treaties.
For the Germany, USA, Great-Britain,
France, UNO, European Parliament, Vatican, ASEAN and for all the allies of the
Republic of Vietnam, non would be the proper time to react, and help the
Republic of Vietnam and the Vietnamese people. Taking appropriate measures, it
would allow to enhance the prestige of the Republic of Vietnam, of the Free
World countries, and brinng back a climate of confidence between all these
parties.
Should UNO, the European Parliament, Vatican, ASEAN and the countries of the free world not act rapidly, should they keep indifferent when facing these odious crimes, the Vietnamese people would then be extremely disappointed and absolutely downcast. This would be considered as complicity from the International Community, which implicitly would allow the continuation of the crimes perpetrated by the Vietnamese communist authorities, their inhuman brutality, arbitrary increase of terrorism, repression, torture, detention of innocent civilians and religious persecutions. This would mean that the International Community implicitly allows China to invade Viet Nam, with the complicity of the Viet Nam communist authorities. Let us warn the International Community about the dangers such a situation would induce: a continuous expansion of China, which would continue to invade the countries of South-eastern Asia, thus causing insecurity in the world.
Your help is highly valued. We hope that one day it
will enable the Vietnamese people to live in dignity and Vietnam to become a
civilized nation, free, democratic and part of the free world.
