TNS Dick Black là một chiến sỹ can trường ngày xưa và nay là một vị dân
cử của tiểu bang Virginia hết lòng với chúng ta. Đọc thư trả lời của
ông sẽ thấy vấn đề tên của Ngày Quốc Hận 30/4 là ông hoàn toàn không hay
biết và không được cho biết.

Thank you for your kind letter. I applaud your courage and have the deepest respect for the suffering you endured.
I introduced SJR 455 to create a recorded history of
the truth about the Vietnam War. It does not change the original name
of The National Day of Wrath. That day is unchanged.
From now on, April 30th is also the day when the
State of Virginia acknowledges the truth about what happened. We will
honor the gallantry of the South Vietnamese soldiers and condemn the
cruel actions of the communists.
I did not know that April 30th was The National Day
of Wrath, but I believe SJR 455 will merely supplement that day. It
will not change it.
Years ago, I was the only co-sponsor of a bill we
passed that allows Vietnamese-Americans to fly the flag of the Republic
of Vietnam. I was wounded near on the banks of the Hoi An River, south
of Da Nang, in 1967. I remain loyal to the South Vietnamese people
after all these years.
The idea of SJR 455 was mine. I involved some
Vietnamese groups to help me be sure my facts were accurate. However,
none of them suggested the date. We were told that such resolutions
must have a date and so we came up with April 30th some how. There was
not much thought put into that date. I believe that making Virginia the
first state to acknowledge the truth about Vietnam since 1975 is a
great triumph.
Please let people know that SJR 455 does not change
or do away with the National Day of Wrath. That day still remains.
Only now, Virginia acknowledges what Vietnamese have been saying for so
many years.

lá thư tốt đẹp của anh. Tôi xin ca ngợi lòng can đảm của anh và bầy tỏ
sự tôn trọng sâu xa của tôi trước những đau thương mà anh đã phải chịu
đựng. Tôi đã đưa ra NQ SJR 455 với một lịch sử được ghi chép lại về
cuộc chiến VN. NQ này không làm thay đổi tên của Ngày Quốc Hận (National
Day of Wrath). Tên của ngày đó là không thể thay đổi.
Kể
từ
nay, ngày 30 tháng Tư cũng là ngày tiểu bang Virginia công nhận sự thật
về những gì đã xẩy ra. Chúng tôi sẽ vinh danh sự dũng cảm của các chiến
sỹ miền Nam VN và lên án những hành động tàn ác của cộng sản. Tôi không
biết rằng ngày 30-04 là Ngày Quốc Hận nhưng tôi tin rằng NQ 455 sẽ
chỉ là một phần bổ túc cho ngày ấy mà thôi. NQ sẽ không làm thay đổi tên
ngày đó.
Nhiều năm trước, tôi chỉ là
một
người đồng bảo trợ cho một dự luật được thông qua cho phép những người
Mỹ gốc Việt được treo lá cờ của VNCH. Tôi bị thương gần bờ sông Hội An,
phía nam của Đà Nẵng năm 1967. Tôi luôn giữ lòng trung thành với
người dân miền Nam dù cho bao nhiêu năm đã trôi qua. Sáng kiến tạo ra NQ
455 là của tôi. Tôi có mời một số nhóm
người Việt để tham khảo ý
kiến ngõ hầu cho các sự kiện được chính xác. Tuy nhiên không có một
người nào đề cập đến ngày này. Chúng tôi phải quyết định chọn một ngày
vì các NQ đòi hỏi như vậy và đã chọn ngày 30-4 như vậy đó. Tôi tin rằng
việc tiểu bang
Virginia là tiểu bang đầu tiên công nhận sự thực về VN từ năm 1975 là
một chiến thắng vĩ đại.
Xin
thông
báo với mọi người rằng NQ SJR 455 không thay đổi hay làm mất ý nghĩa
của ngày Quốc Hận. Ngày đó vẫn giữ nguyên. Chỉ có bây giờ, Virginia đã công nhận những điều mà những người Việt vẫn nói trong bao nhiêu năm qua.
Xin Chúa ban phước lành cho bạn và tất cả những người đã chịu đau thương vì chủ nghĩa cộng sản.

Dear Mr. Senator Richard Black,
First of all, I'd like to show my
deep gratitude towards your hard struggle to name the Black April (the
30th of April, 1975) as the South Vietnam Day or the Republic of Vietnam Day.
My gratitude and respect also to your valiant fighting in the Vietnam
war and to your precious helping our soldiers in the Army of the
Republic of Vietnam in the south of VN before.
I worked for the U.S embassy in
Saigon from 1970 until the end of April 1975 when the south fell to the
hands of the northern communists; and consequently thrown in prison.
Since the collapse of Saigon, we,
the nationalists, the Vietnamese freedom fighters named the Black April
(30th of April of 1975) as the National Day of Wrath (literal
translation for Vietnamese word: Quốc Hận).
As one of the last prisoners who
was released from communist concentration camps in Vietnam after 17
years; and now a resident and US citizen in Garden Grove, Orange County,
California, I earnestly ask you to help us change the term of South Vietnam Day orthe Republic of Vietnam Day to
our widely known term as The National Day of Wrath (Quốc Hận). I don't
know if this change is feasible but strongly believe a kind-hearted
senator like you could help.
I feel very sorry to miss the
opportunity to sit with you in the preparation for the submission of the
Resolution 455, since I just learned of it recently.
After the fall of Saigon on April
30th, 1975, seventeen millions of South Vietnamese and millions of us
living abroad had to live in resentment, in shame because our country
had been lost to the communists.
It's the reason why we name that
day as National Wrath (or National Resentment: Quốc Hận, and this name
"Quốc Hận" is unchangeable and unreplaceable.)

Dear Mr. Nguyen:
Thank you for
your email regarding the resolution that I drafted and passed during the
2013 Session of the Virginia General Assembly. That resolution
established that henceforth, April 30 will be celebrated as Republic of
Vietnam Day in Virginia. The Resolution passed unanimously in the Senate
and had only one dissenting vote among the 100-member House of
Delegates.
I wrote the
resolution in order to create a permanent, and accurate, historical
record of the heroism of the South Vietnamese who fought against
communist tyranny. The resolution records the vicious savagery of the
butchers who eventually captured South Vietnam. It tells how two million
people fled the “People’s Paradise” of the bloodthirsty dictator, Ho
Chi Minh. It recounts how supplies were cut off, leaving the valiant RVN
fighters without ammunition to continue fighting, and how over one
million innocent Vietnamese were sent to concentration camps, where a
third of them died.
The Asian
American Chamber of Commerce gathered a group of former RVN military and
police officials at my office to discuss the resolution and ensure its
accuracy. I am grateful to Mr. Tinh Phan, its Chairman and to Mrs. My
Lan Tran, its Executive Director, for organizing this meeting. I’m also
grateful to Nguyen Ngoc Bich, Chairman of the National Congress of
Vietnamese Americans, for his leadership within the Vietnamese-American
community in the United States, and to Sen. Toddy Puller and to
Delegates Mark Keam and Bob Marshall, who each played special roles in
enacting the resolution.
We are
translating the resolution into Vietnamese, and I hope the resolution
can find its way into occupied Vietnam. The people of Vietnam deserve to
know that the State of Virginia recognizes how gallantly the South
Vietnamese fought and that their sacrifices will not be forgotten.
As a pilot, I
flew hundreds of RVN soldiers into battle. As an infantry officer with
the 1st Marine Regiment, I fought many ground battles side-by-side with
brave RVN soldiers. Before I left Vietnam, I was wounded at the Hoi An
River, south of Da Nang. It is my hope that the sons and daughters of
the brave men who fought to defend the free Republic of Vietnam will
learn the truth as this resolution reaches Vietnamese in occupied South
Vietnam and across the world.

Xin lỗi! "Tháng Tư!"
Thời trai trẻ, gác bút nghiên, gác mọi ước mơ ...lên đường " đánh Mỹ!"
Cây súng trên vai, máu đỏ trong tim!
Mụ lí trí! Hùng hục vượt Trường Sơn.
Đêm nghỉ, ngày đi, giày vẹt gót , áo sờn vai thấm lạnh!
Mẹ còng lưng vắt kiệt sức, mỏi mòn, thao thức đợi con về!
"Ba mươi tháng Tư" : Bên Thắng cuộc, hả hê!!!
Con trở thành kẻ "kiêu binh!" trong đoàn "quân Giải phóng!"
Nhưng! Ba mươi tám năm sau con vô cùng thất vọng!
Không hiểu mình đi Giải phóng cho ai???
Chỗm trệ trên cao, toàn những kẻ bất tài!
Đáy xã hội, nhiều "dân oan!" mất đất.
Những nghịch lý, tai ương...chồng chất!
Khoảng cách "sang, hèn" cứ rộng mãi ra.
Người ở "quê" không còn tha thiết với "ao nhà".
Tràn vào Miền Nam "ngoạ, chiếm, xâm canh...từ núi, rừng, chợ búa, thị thành, lầu cao, gác tía ....!"
Ngay như nhà ta thôi!
Chỉ có mình tôi "gọi là : góp công giải phóng".
Chẳng tước quan gì! Mà cũng cả xóm kéo vào.
Người thì bán rau, lượm ve chai, giặt ủi, bán thịt chó, thuốc Lào ...
Thậm Chí có cả lừa gạt, bảo kê, hút chích, đĩ điếm, bụi đời...
Đi đâu, ở đâu cũng gặp toàn người "ngoài ấy".
Còn đố ai tìm thấy bóng dáng người "miền trỏng!" hiện diện trên quê hương mình đấy?
Nhà cửa, ruộng vườn ngoài ấy họ bỏ hoang ???
Quê Hương tôi, tên thật đẹp (làng Vàng).
Cũng có đình, chùa, bờ xôi, ruộng mật!
Không hiểu vì sao nhiều người "bỏ tất ?" để vào Nam chen lấn, đua đòi?
Riêng tôi
Đã hơn sáu mươi năm, đang ở cuối cuộc đời .
Vẫn cháy bỏng! Muốn được về nơi mình "chôn nhau, cất rốn!"
Đã mấy năm nay, tôi đã làm kẻ "chạy trốn!"
Trốn khỏi "sai lầm !" những năm, tháng ...đã đi qua!
Trở về quê hương, cất lại một nếp nhà!
Tập làm nông, ngớ ngẩn tìm những mảnh gốm xưa, và "Hoài niệm!" thuở ấu thơ ....
Bỗng choàng tỉnh! Đôi khi tìm thấy mình trong đó.
Cửa, cổng nhà tôi cứ mở toang! Kể cả khi trời đang nổi giông, nổi gió ...
Mỗi tháng Tư về tôi lại nhớ vào Nam!
Xin lỗi ! "tháng Tư!"
Xin lỗi ! Miền Nam, những việc tôi đã làm!
Xin lỗi tất cả!
Cả những người "bên thua cuộc!"
Biết sao được !
Mọi người chúng ta sinh ra, đâu có thể chọn được thời cuộc
Nhưng : Lẽ đời, Đen, trắng phải phân minh!
Xin lỗi! "Tháng Tư!"
Hãy tha thứ cho mình! Rất chân thành, chứ không phải lời giả dối.
